What the Simplify to Support Initiative Means for Irish Childcare Providers

If you run a childcare service in Ireland, you may have come across the phrase Simplify to Support in recent months. It has been mentioned at sector events, referenced in correspondence from City and County Childcare Committees, and cited in conversations about where Irish childcare is heading. But for many providers, what it actually means in practice is still unclear.
Here is a straightforward explanation of what the initiative is, where it came from, and why it is relevant to how you run your service right now.
Where It Came From
Simplify to Support emerged from a broader Government review of the administrative burden placed on childcare providers in Ireland. The review recognised that as State investment in early learning and childcare has grown significantly, so too has the complexity of the reporting, compliance, and funding administration that providers are expected to manage.
The initiative is a direct response to feedback from the sector. Providers consistently raised the volume of paperwork, the complexity of managing multiple funding schemes simultaneously, and the time spent on administrative tasks that took them away from actually caring for children. Simplify to Support is the Government’s attempt to address that.
What It Is Actually Trying to Do
Despite the name, Simplify to Support is not primarily about reducing compliance requirements. The standards and accountability measures that exist in Irish childcare are there for good reason, and they are not going away.
What the initiative is about is changing how compliance is managed. The aim is to move providers away from paper-based, manual processes towards digital systems that make the same level of compliance significantly less burdensome to maintain. The underlying requirements stay the same. The way they are met changes.
This is an important distinction. The initiative is not asking providers to do less. It is encouraging them to do the same things more efficiently, through better tools.
What It Means in Practice Right Now
The most immediate and visible effect of the initiative for most providers is a shift in inspector expectations. Across Pobal, Tusla, and Department of Education inspections, digital records are increasingly being treated as the standard rather than the exception. Inspectors are familiar with digital platforms. They know how to navigate them. And services that can produce reports, attendance records, and signed forms instantly are finding that inspections move faster and more smoothly.
This does not mean paper-based services are automatically at risk. But it does mean the gap between what is expected and what paper systems can reliably deliver is widening, and that gap is likely to continue widening over the coming years.
Why Now Is a Good Time to Act
The providers who are benefiting most from the shift towards digital are those who made the move proactively rather than reactively. They chose their system carefully, gave their teams time to get comfortable with it, and are now in a position where compliance, funding administration, and parent communication all work together seamlessly in the background.
For providers still evaluating whether and when to make the move, the answer from those who have already done it is almost universally the same. They wish they had done it sooner.
The Simplify to Support initiative is creating momentum across the sector. The services that move with that momentum, rather than waiting for it to become unavoidable, are the ones that will find the transition easiest and benefit from it most.
